Adaptation of stadiums to fan identification system

Since March 3, 2023, after the winter break, Russian Premier League games resumed.

Federal Law No. 572-FZ in force since June 1, 2022, established the mechanism for identifying and authenticating people attending official sports competitions. This mechanism provides for the sale of entrance tickets and other documents granting the right to attend these competitions, as well as for the attendance itself only upon presentation of a personalized card.
Now all fans, organizers, reporters, and even players will need a Fan Card to attend Premier League matches, which is part of the Fan Identification System (FIS) created and operated during the preparation and holding of the 2018 FIFA World Cup and the 2017 FIFA Confederations Cup in Russia.

In accordance with RF Ministry of Sports' requirements for retrofitting and adaptation of stadiums and the FIS requirements defined by RF Ministry of Finance, Infomatika had completed a work package at six RPL football club stadiums by the  end of 2022, adapting the Spectator Access Control System to FIS requirements:

  1. Central Trade Unions Stadium, Voronezh, FC Fakel home arena;
  2. Gazovik Stadium, Orenburg, FC Orenburg home arena;
  3. Khimki Arena, Khimki, FC Khimki home arena;
  4. VEB Arena, Moscow, FC CSKA home arena;
  5. OTKRYTIYE Bank Arena, Moscow, FC Spartak home arena;
  6. VTB Arena, Moscow, FC Dynamo home arena.

On tight schedule and in compliance with the high requirements for information security, the company completed the following work at all stadiums simultaneously:

  • detailed design,
  • simulation of threat and intruder,
  • equipping the spectators access control system with a server fault-tolerant cluster and software of Lenta ACS,
  • integration with FIS,
  • delivery, installation, commissioning of the spectators access control equipment, retrofitting of the spectators access control system with information protection subsystem,
  • automation of work stations.

Following the new requirements, fans are allowed to access the stadium only upon presentation of a Fan Card to ensure maximum security during the game.
